Congressional GOP Embrace Trump's Proposal to Overhaul Obamacare

American lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators proposed a proposal toxic to Democrats: eliminating the ACA, called Obamacare.

Deepening Consequences of Government Shutdown

The effect on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's meeting got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator commended Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Democratic senators shared alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator responded to the censure of insurance companies by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a small group of moderate Democrats to end the closure in exchange for a future vote on the Obamacare payments.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and continue the subsidies for a year.

Another leading Democratic senator continued in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the tax credits.

"Inaction is irresponsible because people will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Political Situation

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some analysts indicated that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to secure enough support in 2017.
